Northwest Corp. and UAL said similar plans to charge are under review.

Fees for customers using another bank's ATM have risen from $1.29 in the fall of 2004 to $1.35, an industry record. Surcharges or "foreign ATM fees" have risen from $1.37 to $1.40 in the same period.
